Elevators on Generator

In an non-healthcare, 3-story building with 1 elevator going to penthouse(4th level), 4 total elevators, which ATS system should the elevators be installed on, 700 Emergency, 701 Legally Required or 702 Optional? The elevators aren't used as a path of egress. Please include supporting comments. Thanks!

This sounds like one of those ever so famous "local juristiction" issues.
Obviously the elevators have inspection records on file ect so that would be my first step because local juristictions can be the issue rather than the nec.

I agree, this sounds like an AHJ call. Unless you're transporting patients, or other people who need some sort of critical care, I think 700 would be out the window. 701...well, no. 702 most probably, unless it's used exclusively for transporting people needing care. IMHO.

Are you certain of that? The notion of "legally required standby," as used in the NEC, places the responsibility of determining what is required upon the various governmental bodies that have jurisdiction. It is not just the electrical AHJ that is involved. I suspect the building codes might have something to say about this case. At some point, and I do not know where the line is drawn, a building becomes tall enough to qualify as a "high rise structure." At that point, the building codes start to require the elevators to have standby power available, so that persons in wheelchairs can have a method of egress that does not involve being carried down too many flights of stairs. If the building codes require standby power, then it will put you into NEC article 701.

Does anyone know how tall a building must be, in order to qualify as a high rise?
 
I tend to agree, 700 (Life Safety) shouldn't/can't be utilized. The verbage in 701 tends to lead me more towards equipment to assist Firefighters, such as stairwell pressurization fans. Which leaves 702, Optional. I guess that I struggle, from a conceptual perspective, that elevators be on the Optional branch, but don't always find it as legally required.

I believe high rise is defined as the topmost occupied floor at or above 75'.

Anymore discussion would be welcome!
 
I agree that this has to be an AHJ call because of the many variables involved, but my guess would be Article 701. IBC Section 1007.2.1 requires (in general) standby power for at least one elevator in a building four or more stories. Since the IBC requires it, that would make it legaly required standby.
