Eliminating local disconnects NEC 430.112 ex 3, inspector says no

I have an industrial control panel furnished by a vendor we're installing, which powers a handful of small process motors (all on their own circuit) in the same room (within sight).

The owner doesn't require local disconnects for maintenance, and is fine with disconnecting all loads with the control panel's main externally operable disconnect together.

New local inspector said NEC 430.112 is "only for motors on the same circuit", and each motor in this room will also need it's own local disconnect.. is this accurate?

I see nothing in (3) that would indicate that the motor need to be on the same circuit. It says that when (2) is applicable not (3). It clearly states that you can apply any of the three conditions so the question is can the controller disconnecting means qualify as the disconnecting means for the motors.

430.112 Motors Served by Single Disconnecting Means.
Each motor shall be provided with an individual disconnecting means.
Exception: A single disconnecting means shall be permitted to serve a group of motors under any one of the conditions of (1), (2), and (3). The single disconnecting means shall be rated in accordance with 430.110(C).
(1) Where a number of motors drive several parts of a single machine or piece of apparatus, such as metal- and woodworking machines, cranes, and hoists.
(2) Where a group of motors is under the protection of one set of branch-circuit protective devices as permitted by 430.53(A).
(3) Where a group of motors is in a single room within sight from the location of the disconnecting means.
