Elusive clearance numbers

Having spent most of my career in the Electric Utility industry I have been spoiled by those utilities having good definitive phase-to-phase and phase-to-ground clearances. Now that I am working for a contract engineering firm I am having a hard time finding those numbers in any of the typical references.
Specifically I have been assigned the design of a 15kV rated junction box. I have searched NEC,NESC, and IEEE with no success. I would think there would be some source that would give a minimum clearance between live parts, but danged if I can find them.
Any help would be greatly appreciated.

Yeah, it has to do with equipment design and you may find it in NEMA or ANSI standards. Contact S&C. They have some guidances on fuse mountings and perhaps willing to reveal what are those based on.
