I always assumed that if fixtures are being fed from an em circuit not em battery pack is needed. Is that always the case?

the EM circuit could fail,emergeny lights are needed in any emergency such as total loss of power from fire or other disaster we have always seen them speced with battery backup maybe not all fixtures on the EM circuit .

I would say that is the case unless your generator does not start and transfer in 10 seconds or if you cannot get 90 minutes of runtime out of the generator.

I do not know of any code that says you have to have both.

Yeah but em circuits are backed up by a genset so there really could be no failure. Are you saying that even with a genset there could be em packs speced?

There is no legal requirement that I am aware of that requires battery powered lighting if a generator is already supplying the required emergency lighting.

That said, the customer or the engineer could require it by choice.
