Not 100% clear here. Would the critical and life safety panels be considered EM? THe note says all EM circuits to be in conduit.

They both have the same EM source so I would agree that they're the same regarding requiring only conduits.
The designers are using older terminology, up through the 2011 cycle it was spelled out using their term.
