Lowes does it that way, but theirs is not an EM circuit, it is an optional standby circuit. Problem is, ballast slingers tie both circuits together in the fixture when they change the ballast, since they are laid out with the same phasing, it’s not noticed until they have a power outage, and it backfeeds the whole store, until all of the 20 amp breakers pop that were paralleled. I’ve went behind several contractors that done that.
