Emergency Ballast Retrofit Kit

Is there a retrofit kit (or some other way) to convert an existing 2'x4' fluorescent light fixture with 3-T8 lamps on a normal ballast, and retrofit it to have an emergency ballast and be an emergency fixture? Does this negate a fixtures UL listings? Is this cost effective as compared to just buying new fixtures? All suggestions appreciated.

I haven't seen it being a concern of the AHJ to retrofit
