Emergency Battery Backup

Is it required to have emergency battery backup in a light fixture that is connected to the emergency generator circuit (in a stairwell - path of egress)?

"generally" you do not need both. Either a internal battery (unit equipment) or emrgency source per Art. 700 from a GENSET is permitted. If the GENSET supplies optional standby loads also and does not have a sepaerate emergency feeder, then you would need unit equipment for the luminaires.
