Emergency disco & State Of Mass

If I am replacing a residential main breaker service panel, but not the meter & riser in the state of Mass is a emergency disconnect required per 230.85(C)?
New panel will be same amperage as old one just larger.
I know they have some exceptions for repairs but this is a complete panel replacement.
Its a duplex and the service panel (with mains) are in the basement. Meters are grouped outside.
So its not an entire service replacement.

Mass is under the 2023, but they have their own an amended version of 230.85(C).
I am just wondering how its interpreted / enforced when just the service panel is replaced.

It is generally only required if you do the whole service. I check with the AHJ before doing work.

Only your state amendments will know for sure.
To my knowledge, in Colorado, AFCI is not required on a panel change.
