Emergency disconnect for detached garage?

Hi. NJ has just adopted 2020 NEC and I’ve yet to get a book.

When installing a panel in s detached garage is a emergency disconnect required on the exterior or is it ok to put a main lug panel at the point of entry?

If the emergency disconnect is required outside can a main lug panel be installed inside. Also in this case where would the ground rods go to, the emergency disconnect or the panel?

The emergency disconnect is only required for 1 and 2 family dwellings not a garage.

230.85 Emergency Disconnects.
For one- and two-family dwelling units, all service conductors shall terminate in disconnecting means having a short-circuit current rating equal to or greater than the available fault current, installed in a readilyaccessible outdoor location.

The detached garage still needs a main disconnect either outside or nearest entry inside.

I would think to put a main breaker panel in at nearest entry inside
But let’s say someone felt compelled to put the disconnect outside and a main lug inside, which enclosure would get the ground rods.
