are we required to use SER cable from the meter to the panel or is it still legal to use SEU cable to the main breaker in the panel
 
Can you tell me where in the code it says that because I have been looking and cannot find it I was told by an instructor for our 15 hour code update that we could run it without an insulated neutral because it is considered an emergency disconnect and not a service disconnect
 
Number 4 is the part that pertains to you

230.41 Insulation of Service-Entrance Conductors. Serviceentrance
conductors entering or on the exterior of buildings
or other structures shall be insulated.
Exception: A grounded conductor shall be permitted to be uninsulated
as follows:
(1) Bare copper used in a raceway or part of a service cable assembly
(2) Bare copper for direct burial where bare copper is approved for the
soil conditions
(3) Bare copper for direct burial without regard to soil conditions
where part of a cable assembly identified for underground use
(4) Aluminum or copper-clad aluminum without individual insulation
or covering where part of a cable assembly or identified for
underground use in a raceway, or for direct burial

(5) Bare conductors used in an auxiliary gutter
 
Building on this.
The 'neutral' conductor can be un-insulated up to the point where the system bonding jumper is installed,which is usually at the end of the service conductors.
That is a great way to describe this. To the OP, there will be some emergency disconnects that are also service disconnects. There may or may not be an inside panel.
 
If the emergency disconnect is marked as shown below in accordance with 230.85(3)

EMERGENCY DISCONNECT,
NOT SERVICE EQUIPMENT

you can use the same wiring method that you would use between the meter and the service disconnect.
