Emergency Equipment required in seprate rooms?

About a year ago I did a job that had 2 transfer switches and 2 panels hooked to 1 generator. When we were laying out our panels we thought it would be better to delete the propsed wall inbetween the electrical room and the emergency electrical room for ease of installation. The engineer responed by telling us it was required to have the equipment seperate. One of the 2 panels was just for egress and emergency lighting and was named ELS emergency life support. The facility is an remote office building for riverside hospital. Does anyone know of any such requirements? Is this building code?
