Emergency Feeders above Hung Ceiling

700..10(D)(1) for feeder-circuit wiring states that feeder wires shall either be protected in a 2-hour system or be installed in spaces or areas that are fully protected. As we all know, our feeders typically are above hung ceilings that are not covered by sprinkler. So should those feeders be 2 hour rated?
