Have 200kw 208v three phase 0.8 pf emeregency generator. Does NEC 2014 determine, guide or require sizing of the first emergency generator breaker size?

There should be no difference from how you would size a feeder OCPD. You will need to consider a few things however:

1. The generator manufacturer will size the breaker that is integral to the unit, match it.
2. If NEC 700 or 701 system, you will need multiple breakers with separation.

Is it a health care facility? That could complicate things a bit since hospital generators are given some relief from the load calculations required by 220.

Otherwise, the only requirement would be that the breaker is sized for the load that needs to be supplied, and that the conductors the breaker supplies are sized per 300.
