Emergency generator conduit

Will the underground main emergency conduit from outdoor emergency generator to
building ATS (located inside bldg.) need to be installed in rigid metal conduit ?
If can run with schedule-40 PVC conduits, are the conduits need to be concrete encased ?

Who is your customer? I do some work for the VA and they would require me to concrete encase the conduit. What other codes might you be bound to?
