Emergency Generator Main Breaker is located behind a Locked Door

The emergency generator main breaker is located behind a locked door on the generator enclosure. The local AHJ would like a disconnect on the building because NEC, 701.11 paragraph B5. (providing "Readily Accessible Disconnecting means").

Note the exterior generator is 10' from the building.
And the Circuit breaker for an Emergency Systems Article 700 part VI Over protection 700.25 Accessibility.
The branch overcurrent devices for emergency circuits must be accessible to authorized persons only.
Also Article 700 700.12 General Requirements (B) (6) Outdoor Gensets.
what are the rules on this?
 
Without reading the section. The issue is overcurrent or Disconnect as they are not the same.

The 2011 version of the code appears to be in section 700.12B now in paragraph 5 for outdoor gensets but only states that it must be readily accessible and different AHJs interpret this in different ways. The 2008 version is section 701.11B section 5 and reads the same as 2011 which is as
follows:

(5)Outdoor Generator Sets. Where an outdoor housed generator set is equipped with a readily accessible disconnecting means located within sight of the building or structure supplied, an additional disconnecting means shall not be required where ungrounded conductors serve or pass through the building or structure. The disconnecting means shall meet the requirements of 225.36.
