Emergency generator or not?

The client wants to add a diesel generator (24 hours running capacity) and ATS as secondary backup power source for the entire campus (in case normal utility power outage) in an existing university. The egress lighting in campus already have emergency batteries. Will this new generator automatically be considered emergency generator per NEC 700 and have to comply with all rules in that article or optional standby system (NEC 702)?

No, you will have an optional standby system. Keep in mind, all of the battery backup lighting will still have to be maintained. Also minimum start and transfer times will not be required.
