Does a high rise residential building always require (2) ATS switches? It seems that in these buildings there will always be loads that fall under Life Safety (NEC 700) and Legally Required (NEC 701). I know that I have inspected countless high rise multi-family type buildings that contain an emergency generator and only one ATS. In these situations the ATS switches ALL the emergency loads (Arts 700, 701, 702) within the 10 second window required by article 700. It seems that if we have (2) ATS switches and thus (2) emergency systems (the ART 700 System and Art 701 System) then the building would need to contain twice as many EMDP's, emergency panels, etc - thus greatly incresing the financial cost.
