Emergency light testing

My emergency lights do not turn on with the breaker off, I opened them and the 6v battery has 6.8v, when connected to AC power and pressing the test button they do work… I want to assume it’s a bad fixture?

The question is, what does the battery read with the power off?

It does sound like a problem with the fixture, are there others that are working properly?

My first guess is that you haven't turned off the correct breaker.

They may be on a separate night-light circuit.
