Emergency Lighting battery packs - in emergency generator room

I have a situation where there are 4 emergency flourescents with battery pack ballasts (Bodine B30) and regular ballast. They are controlled by a wall switch along with the rest of the non battery pack fixtures. Everything in the room is on emergency power-100% backed up by the generator. There is no normal power available at this site. Is there a functional issue if the emerg fixtures are wired to the lighting circuit in the room? It would still be connected ahead of the switch.
 
I don't have my code book in front of me at the moment, but IIRC you're required to connect the battery-powered emergency lights to the same circuit as the normal lights in the room. This is so that the room won't be plunged into darkness if the only circuit to lose power is the lighting circuit. As usual, there are some exceptions to this requirement.

If these are NE lights you will be fine. If however these lights only work when the gen starts the battery in the fixture would have no means of charging to function correctly. My gut tells me these are most likely Normal / emergency lighting in this generator room.
