Can you use hospital grade mc for emergency lighting & exit signs in a heatlh care faculity(non patient areas)?

Do not see why not. It goes above what would normally be requried.

Not if it is connected to the critical or life safety branch.

If you have battery powered unit equipment, I think that's a different story.
