Emergency Lighting for Offices

Where does it say in the code that emergency lighting is not required for small offices? What if 2 or more workers shared the same office? Where's the cutoff for when emergency lighting is required?

The requirement is typically triggered by the occupant load and the requirement for two exits from the space.
An individual office will not require an EM light.

Where an individual office includes two or more persons sharing a space with one door.
i guess that one of the two required exits could be an egress window, so just looking at the number of doors will not necessarily be conclusive.

Two exits are required in office spaces with an occupant load over 49.
The occupant load is determined at a rate of one person per 100sf.
Emergency lighting is required when two exits are required, not when two exits are provided.
