Emergency Lighting in parking garages

Does anyone know if "E" Lighting is required for underground parking garages with 2 levels. The North side has 4' 2-lamp strips with a regular ballast and is not fed from the backup generator.

The South side has 8' 4-lamp strip fixtures and has a regular 2-lamp ballast AND a 2-lamp "E" ballast. these lights are not fed from the backup generator also.

This is in San Diego Cal. Thanx MGE
 
I think at some emergency lights would be in order. If the power went out,it could easily become pitchblack. I dont know if they would be required. You should check with the building inspector
 
LSC - 42.8.2.9 - Parking structures shall be provided with em. lighting, except for structures occupied only during daylight hours that meet natural light reqs.

7.9.1.1 (2) - Emergency lighting shall be provided for the following: Underground and limited access structures.

I have no idea if California has any specific rules about this but I would believe it to be required.
