Emergency lighting in U/G parking garages

San Diego Cal.
Are lighting fixtures installed in a 2-level parking garage required to have a Emergency backup ballast or be fed from a panel that is fed from the backup generator?
Would this be a code or city inspector question? Were in San Diego Cal. Thanx MGE
