Emergency lighting required on top of parking garage?

If top of commercial parking garage has car parking spaces and pole mounted lights,
will emergency lights (lights with integral emergency battery pack for example)
be required on this level per any codes?

The NEC covers the wiring to the E Lights. If those E lights are required that will be some other code. You could ask the Building Dept AHJ, or the requirements may be shown on the plans. I typically see E lighting for parking garages
