Emergency Lighting Requirements For A Commercial Deck

I am wiring a rooftop deck bar on the now third floor of a local night club. The deck boards are a dark shade of gray and there will be a retractable roof over the main bar and pool and the rest will be open. I have emergency lights around the entire perimeter but there are no interior walls and I'm concerned the emergency light coverage wont pass inspection in the central deck area but I cant find any info on emergency lighting codes or standards. Any info would be appreciated, always lookin to learn something.

IBC1006.4 Performance of system
Emergency lighting facilities shall be aranged to provide initial ilumination that is at least an average of 1 foot candle (11) lux. -----------Etc
