Where in the code does it say that you can connect the emergency lights/ballast in a room where the lights are controlled by a dimmer rack to a breaker not connected to the dimming system?

From 701.10(G)The branch circuit feeding
the unit equipment shall be the same branch circuit as that
serving the normal lighting in the area and connected ahead
of any local switches.
701.10(G) requires that unit type EMG lighting to be connected to the same circuit feeding the general lighting of the room they protect, this is to be ahead of any switching and or control.
The reason is you don't want the breaker for the lighting to trip and leave no light for the room.
All though this makes no sense as for other types of systems it perfectly ok:?
Beside that, if the EMG lighting is controlled by the swich (and the connection after the switch or control) the EMG lighting will be on when the switch is off.
