There are many ways to acheive compliance with 700.12/701.11. Basically, if you don't have a generator, you will need to have it on with the lighting circuit.
Again, this is a very general statement, and the two sections qouted above must be read to fully answer your question.

See the last paragraph of section 700.12(E)and the exception to this paragraph.
Usually, the emergency light must be on the same circuit as the other lights. Otherwise, the branch breaker for the lights could trip, and the emergency lights would not come on. That would leave the entire area dark.
The exception is provided because it is very unlikely that 3 branch circuits could all trip at the same time.
