From what i am reading in the code book, i am permitted to run normal power and legally standby in the same raceway. and optional and legal stand by in the same raceway. Please correct me if im wrong.

That is correct, however "emergency lighting" is often an Article 700 installation and not 701. Article 700 wiring cannot be mixed with other systems.
 
what is the differance in em power and optional power

The building codes contain the requirements for when certain things must be fed from either an emergency power source or a legally required standby power source.

Emergency lighting is typically required to be fed from an emergency power source, not a legally required standby source.

Elevators and smoke control systems are examples of items that require legally standby power.

If the area you work in is under the IBC take a look at Chapter 27 for emergency and legally required standby power requirement.
