Emergency or EES or COPS ATS's on outside walls

I thought that Article 517 at least prohibited ATS's on outside walls. It now appears to me that the closest there is to that is 517.44(C) and I don't see any thing in any of the other sections listed above.

Is this an explicit requirement for either EES ATS's, Emergency ATS's or COPS ATS's?
