Emergency power NEC 517 and NEC 700

I am working on a hospital design. My situation has (4) 2500kW engine generators that feed a Switchboard. NEC 517 has two different systems - the emergency (life safety, critical) and equipment. 517 also states that Equipment wiring cannot be in the same system as emergency wiring. NEC 517 also reference NEC 700 and this is where my question lies.

NEC 700 requires physical seperation of optional standyby, emergency and legally required circuit breakers. Taking that knowlege and applying it to NEC 517 does the equipment breaker need to physicall seperated. Note this is in a switchboard with all three circuit breakers stacked upon eachother.

Q2) Is the equipment a subsystem of the legally required standyby?
