I have a situation where I need to compare two scenarios to find out the most economical design to choose from; If I chooses to back up the whole building, would I still need to use another ATS for life safety even though I'm using a switchboard construction for the service (2000A, 480/277V) or I only need one? The second scenario is to backup part of the building with some selected loads, which will make me to have two separate emergency system (life safety and stand-by).

No it's for training center for the army. What I'm really looking for if I need a separate ATS for life safety if I chooses to back up the whole building.

The term "life safety" as realted to the NEC applys to health care facilitys that is why I asked what the building was going to be used for.

I am guessing that by "life safety" you are refering to emergency power.

Yes, the emergency power must be kept separate from the legally required standby power and the optional standby power, this includes a separate ATS.

Take a look at 700.9

Also look at Article 701 for legally required standby power and 702 for optional standby power requirements.
