Emergency Shut Down For a Branch Circuit Panel

A OS HA inspector told a store manager that the branch panel feeding his battery charger circuits for his fork lift batteries(3phase 480v)needs to have a emergency shut down that would turn off the main breaker in the branch panel. If the Main Distribution Panel main breaker has a shunt trip device, is that sufficient to satisfy code?

When did osha start doing electrical inspections that involve branch circuit panels? Seems a little out of thier league. I thought they were mostly to assure grounding and other types of safety issues. Anyway I would make him cite the code section for this . I cant find anywhere where it is required.
