Emergency shut off to a oil fired furnace

Where would the cut off switch for an oil fired burner need to be located in a 2 story municipal vehicle repair shop need to be located. There is office and storage space located on the 2nd floor, and the burner is located on the 1st floor, adjacent to the vehicle repair area. Would more than one be needed?
 
I agree with Pete but will add the typical rule is that the switch be directly outside the door to the space the burner is in.

Assuming the burner is in a mechanical room on the first floor it would go outside the door to that room.

Usually they must also be an automatic means to stop the flow of oil.

That usually amounts to a firematic in the ceiling above the burner to kill the power to the burner motor which stops the pump.
