Emergency System 700,701,702 Separation Clarification

I have done a few searches on here and I have no come across an answer I'm satisfied with (not in a bad way!) Usually the OP's question is answered, but my question still remains an open item. here goes:

I have a building in design phase that will have Emergency Loads, Legally required loads, and Optional Loads.

I understand I need multiple transfer switches, but I want to know how many. NEC 2005 Article 700.6(D) Transfer Equipment > Use specifically states Transfer equipment shall supply only emergency loads.

Article 701 & 702 make no specific requirement for a transfer equipment to solely serve just Legally Required loads or just Optional Loads.

Can I use one ATS for my emergency system and one separate ATS for my Legally Required & Optional?

I have found no mandates similar to 700.6(D) in 701 nor 702.

I would say you are OK with two ATS. 701.2 states that the LR system can supply systems other than emergy. which you know. With that said I think if the ATS that is for the LR system also feeds optional loads as long as the ATS is set to comply with 701.11 you would be OK. But as with a lot of things you may be safe to run it by the AHJ.

I agree, in fact the second paragraph of 701.6 clarifies this.
