Emergency System on High-Rise Buildings

Hi Everyone.

Can anyone advise me if there's a specific clause in article 700 that prohibits the installation of a SE RATED ATS before a main distribution panel in a high rise building, the MDP consists of normal loads for each floors as well as chillers, evelators, AHU's etc.

Will this method be acceptable in Life safety systems as well?
