The building I am investigating is a old system that has genertor feeding into a lighting contactor that supplies power to a emgergency lighting panelboard, all located in the generator room. A undervoltage relay tied into the normal power switchboard will start the generator and close the contactor. The emergency lights in the building are dedicated fixtures being supplied by the emergency lighting panelboard. My plan is to replace the generator and lighting contactor but do I need a lighting contactor listed for emgergency use, ie. UL 924?

NEC articles 700 & 701 address legally required emergency systems. If these articles apply to your situation the equipment used must be UL listed for the specific (emergency) use. A common lighting contactor likely would not be listed for such use.
NEC article 702 addresses optional standby systems. A lighting contactor would probably be OK.
