EMS System Wiring

Not sure if this is the right forum, but here's my question:

We're bidding a job with an Energy Management System. The system itself will be wired by the store's national account, but I'm having a little trouble with the wiring diagram. It's not clear to me if the wiring for the branch circuits goes directly to the system of if there are contactors at the individual loads. For instance, do the lines for the store lighting run from the breakers to the EMS and then to the lights, or do the lines go directly out to the lights and there are contactors at the first light of the circuit with low voltage control wiring running back to the EMS?

Many chain stores now use manufactured assemblies such as Power Box, Hill Phoneix, Carolina Power Products, and others. You terminate the loads to be controlled, usually lighting circuits to a pre wired terminal strip in an enclosure that contains the panel boards, contactors or remote controlled breakers. From that point on, all of the wiring has been installed at the factory other than jumpers and connectors between sections.
