On new construction can I run EMT inside the block wall for outlets????

PVC faster, better, and cheaper! Best make friends with the masons,and have a large supply of couplings, and two to three foot sections of pipe, small can of dope for each riser. Masons would rather dope and couple small sections up the core, than lift over a tall stick. One of those win - win situations. One electrician, setting boxes, and covering anything out of the ordinary, can do really good on a small masonary (CMU) project!
