Encapsulated Transformer

Was megging an encapsulated transformer yesterday. It was a 480/240 ungrounded system. Noticed a single wire going to the grounding lug. Guessing this was to ground the core, although I would expect that the core would be attached and supported by the enclosure and be bonded that way, but maybe not. Any idea how the cores are usually bonded?
 
Do you have any photos? It could be that the core is shielded or as you've stated it's providing a bond to the core.
 
No pictures. The xfrm was a red herring. It just got me to thinking.

The unbalanced secondary to ground voltages threw off the "bulb changer" in the plant. Decided to eliminate the possibility of the transformer causing a problem by checking it out. It was about a 10 KVA. The real problem turned out to be a shorted 24VDC solenoid that had taken out one power supply and brought it's replacement to it's knees.
