Enclosed circuit breaker clearence

Is an enclosed circuit breaker the same as a panelboard for width of working space? 30" 110.26 (A) (2) I have a 90A 480V surface mounted enclosed breaker.

Just to jump on the tail end of this, does anyone know the height a disconnect can be off the floor ? I have a situation where we have a disconnect that we have to install 1' above the flood elevation which may require us to build a platform. Also, would that dimension be from the floor to the bottom of the disc. or to the top of the handle etc?
