Is it permissable to install conductors in an enclosure(ex. MCC Cubicle) with less than 600V insulation rating when all other conductors in the enclosure are rated 600V and carry 480V power? In other words, do all conductors in an enclosure have to be rated as high as the highest rating?

When you are reading 300.3(C)(1), you will see that it is not the rating of the other conductor's insulation (600v) you need to be concerned with , but the 'maximum circuit voltage applied' in the enclosure you mentioned. (480v)
