enclosure same as panel?

if you have a steel cabinet,say 6fth x 5ftw x 3ft deep w/locking handle,and you install a panel inside the enclosure,can you have open wiring inside the enclosure?or does all wiring have to be in conduits? would open j-boxes require covers? etc
 
I would say you cannot install a panel inside this enclosure, as the threshold of the enclosure would violate 110.26. :D

Otherwise, I would say that yes, you could install open wiring in such an enclosure, provided there's not an Article 312 violation in there somewhere. :D
 
Hungry cat, that type of installation is done all over the US, millions of installations for traffic signal cabinets (but they are not listed) The wiring inside is all open. I also see that frequently for control cabinets used for lift stations and such. However I don't like the open wiring as it means anyone accessing the wiring inside needs to be qualified. I'll install a control cabinet, typically 4 ft high, 5 feet wide, 12" deep, and all the wiring inside is NEMA 1. I installed many of these cabinets and have never had an inspection issue. We use a custom NEMA 3R cabinet. Sometimes they are overall UL508 listed.
I don't have any pictures at home, I can post some later.
 
If you are using the exterior cabnet to have a NEMA 3R rating or greater. The interior panel should have same or greater rating and should maintain the rating when fittings are installed.
