Enclosures mounted to transformers

Does anyone see any issue with having a 3r disconnect switch and a panelboard mounted directly to the sides of a
3r transformer enclosure? It has close nipples connecting them. Is there any code violation with that?

The only thing I can think of on the top of my head is, it can't extend past the panel. I think.

I don't know of any direct violation, but under 110.3, listing instructions may specify clearance.
