Industrial location, TEFC or TENV motors mounted a top sump pumps (the motors are normally not submerged). O/L's have tripped ... what would be considered acceptable for resetting the O/L's and starting the motors under the following conditions?

Motors submerged then water recedes?

Motors still submerged?

No one is in or near the water when reseting the O/L's or breaker...

I would imagine that is something best answered on site, by seeing the equipment up close. I don't know if you're going to get a good answer on this one.

Do you have the NEMA guide to water-damaged equipment?

Right here.
A megger test is certainly in order, phase to ground for all leads. If equipped with any start winding end switches, I'd visually examine and clean them. Maybe DLRO them if you wanted to go nuts. If that proves out, I certainly wouldn't hesitate to fire it up. Bearings are likely toast, in any event. Might get you through until you get new motors or have some scheduled downtime to rebuild them.
