Energized Abandoned Service Conductors

We have a switchboard that we are re-doing the incoming service to feed it through an ATS. At some point someone 'modified' the incoming service conductors from four to two per phase.I was there when the utility company opened the transformer a couple days ago and believe I saw them all still connected on that end but was focused on something else at the time.

So, assuming the two per phase that aren't used are still connected to the transformer but cut and taped (energized) inside the switchboard; is there a code article this is violating? If not the NEC maybe the NFPA 70E? Just wondering for future reference, we are removing them all anyway. Seems unnecessary to me to have had them live laying there for the last 13 years.
