Is there any device or measuring instrament that can detect if there is electrical presence in a body of water. In light of hurrican damage in texas and florida. Similar to a non contact tester that all us electricians have. Just wondering

Just putting a high impedance voltmeter probe on a stick and dangling the other probe into the water next to your legs will give a pretty good indication of energized water in your vicinity. But watch out for vertical gradients in the water potential when an exposed conductor is running on the earth below more than just a couple of inches of water.

Also there may be dangerous ground potential gradient along any moist surface adjacent to energized body of water so that current may enter the body through two legs while trying to throw the device into the water body to check voltage!
