(I put this in Lighting because I deal mostly with the lighting side, but I think Cali has plug load control requirements) As an engineer, I have to follow more than just the NEC. I'm curious, has anyone ever had an energy code inspection before/during/after construction? Do any of the contractors out there teaching lighting controls to their juniors?

Yes WA state has a submittal and inspection process for lighting. Its separate from the NEC and inspection is done by other that the electrical AHJ

Interesting. That's good to hear that someone checks. Have to submit photometric values for exterior lighting and on occasion, egress lighting, but we have not had any of designs inspected after construction.

Fulthrotl makes good money doing the inspections required by the CA Energy Code. (A very complex and comprehensive document!)
Often coming as a great last minute shock to the GC when they fail.
There is a formal certification process for inspection techs and for inspection companies. As a one man shop he had to get both.
This is a post-construction inspection required for issuance of occupancy permit.
A GC without extensive experience really needs to involve a specialist at the design phase. Not all PEs with electrical specialization are comfortable (or competent) with the CA code requirements.
