Energy metering - Tenant

Hello forum,
I have a question regarding tenant metering. If I need to measure the energy consumption of certain circuits from a panel board, I would install emon dmon meter or some kind of different energy monitoring meter on those circuits. My question is does that need to tie back to a building management system or is it a wireless type of connection that the landlord knows how much kilowatt consumption has happened and can charge the tenant accordingly. How does that occurs? Please advise. Thank you.

Many utilities do not allow a landlord to bill for electricity, it must be from the utility direct.
If your utility allows for it, then wired or wireless connection to a tracking software is fine. E-Mon has energy software.
