Energy Service Companies are doing work that was done in the past by utility companies.Our state has a licensing law for electricians, these energy service companies are falling under the exemption of the utility company that require no license to preform electrical work. Changing a home owners meter and inspecting and testing at the meter trim is electrical work.
My question, has anyone run into this situation, the company is hiring people with no electrical background to do this work with 1 week training in electrical theory and sending them out to replace meters on residential homes and to inspect the service and connections. This is electrical work!!! Any information in CMP records regarding this ???

The same is true in Minnesota. According to state law here, no license is required for the utility, an independent contractor working for the utility, or their employees to do such work according to Minn. Statute 326.242 Subd. 12(e)(1).

Sorry, the cash register is ours and we can hire anyone to work on it that we see fit. They can do any work that we would normally do without permits or inspection in the same manner as we would do the same work.

Along the same lines, without pulling a permit (normally requires a license), these guys can not do any work that an electric utility does not do at the service. :D

This work is not under the scope of the NEC. Your recourse would be to submit a NEC proposal for the 2008 NEC, and to contact your state electrical utility commission. There were a lot of proposals to disallow utilites to install street lighting in the 1999 and 2002 NEC. They were all rejected with the comment that lighting is the core work of what utilites do and started out installing. For example PSE used to be Puget Sound Energy and Light. Keep in mind the NEC does not require a meter. We install it if we want power, its the POCO's meter and we have to work by their rules.

In New Hampshire, It depends were the power companies point of attachment is. We have several different power companies in the state. Some stop at the meter, some stop at the drop. If it is covered by the public utility act, it can be done by the power company, or it's reps, licensed or not. But that meter, the load side of it is to be done by a licensed electrician, that is covered by the NEC in this state. May be in yours? Check with the ahj or the PUC.
